01 / DNA
UC Davis VGL
A DNA profile is required. DNA identity, parentage testing and health tests answer different questions. A profile alone does not verify a complete pedigree or breed percentage.
THE REGISTRATION FRAMEWORK
A worldwide, multi-breed registry: shared evidence requirements and individual standards for each breed. Proposed ICGR requirements. Final breed thresholds and review policies must be adopted before registrations or certificates are issued.

A DNA profile is required. DNA identity, parentage testing and health tests answer different questions. A profile alone does not verify a complete pedigree or breed percentage.
01B / BREED ANCESTRY
Submit the original Wisdom Panel report showing reported breed composition. Breed-specific percentage thresholds and handling of breeds absent from the testing reference panel must be published before admission begins. An ancestry estimate does not verify parentage.
02 / ANCESTRY
Submit an existing-registry pedigree with at least three complete generations of ancestors. Pedigrees extending to seven or more generations support additional documented-history recognition.
03 / ELIGIBILITY
Paperless dogs and dogs sold or given as pets or with non-breeding restrictions are ineligible. An individual dog with an eligible documented pedigree may be submitted for transfer review.
04 / STRUCTURE
Provide front, rear, left, right and head photos, measured height at the withers, and a motion video. Breed-specific numerical standards are pending adoption.
05 / HEALTH
Submit relevant health results, including OFA or PennHIP where appropriate. Extensive testing may earn recognition after review; testing does not guarantee health.
07 / COMMUNITY
Breeders, owners and advocates may provide their Instagram profile for community review. Respectful breed representation, responsible handling and quality original photos and videos may earn separate bonus recognition. Social presence never waives DNA, pedigree, health or eligibility requirements.
06 / PERFORMANCE
Attach verifiable sport and working titles. Four generations of a kennel’s own productions may earn separate recognition after records are reviewed.
Submitted: information supplied by an applicant. Document reviewed: supporting records checked. VGL parentage verified: a specific relationship supported by the necessary lab results. Historical ancestors are not automatically registered or DNA tested.
UC Davis VGL supports identity and parentage review; Wisdom Panel provides breed ancestry estimates. They serve different purposes. ICGR will publish breed-specific percentage thresholds and eligibility criteria before enforcing them. About VGL testing ↗ · About Wisdom Panel ↗
Each breed will have its own visual reference, selected to illustrate its adopted standard. Featured dogs will be named, with credit to their owner or breeder and direct links to their website, Instagram and other supplied social accounts.
These profiles celebrate responsible breed representation and original visual content. Being featured is distinct from DNA, health and pedigree verification.
PROPOSED BREED FRAMEWORK

FEATURED REFERENCE DOG
Featured program: Alpha K9 USA
Björn Ironside is the founder’s visual reference for this proposed standard. The American Terrier is one breed within ICGR’s wider multi-breed framework.
A tall, well-proportioned athlete with a lean muscular build, firm skin, intelligence and high working drive.
The breeding goal is functional structure, trainability, dedication to the handler and confident, manageable behavior. High drive requires appropriate training, outlets and control.
Suitability for protection, sports, family life or work must be evaluated individually. Compatibility with other animals and police-service ability are not guaranteed by breed identity.
Final sex-specific height ranges, health criteria and disqualifications are pending. Silver, Gold and Platinum recognition will require published, evidence-based criteria.
